Giovanni Peri on Immigration Reform
In his op-ed piece for The Wall Street Journal, The Economic Windfall of Immigration Reform, Professor Giovanni Peri shows that large economic gains are achievable if the immigration system is reorganized. “From 1990-2010, scientists and engineers admitted by the H-1B visa program added $615 billion to the economy.” Professor Peri has outlined three fundamental principles for immigration reform: first, simplify the current system that has more than 30 categories of temporary visas each with specific provisions, numeric limits, requirements and fees; second, the number of temporary work visas should respond to the demand for labor rather than a set number irrespective of economic conditions; and third, identify and admit workers whose skills bring the greatest value to the American economy.
Giovanni Peri is Professor of Economics at the University of California, Davis. His recent work has focused on the impact of international migrations on labor markets, housing markets, investments, and productivity of the receiving countries.
