Andrea Matwyshyn

Andrea Matwyshyn is Professor of Law and Engineering Policy with Penn State Law and the College of Engineering and Associate Dean for Innovation and Technology with Penn State Law. She is the founding director of the Penn State PILOT Lab (Policy Innovation Lab of Tomorrow), an interdisciplinary technology policy lab. Professor Matwyshyn is also a faculty affiliate of the Center for Internet and Society at Stanford Law School and a Senior Fellow of the Cyber Statecraft Initiative at the Atlantic Council's Brent Scowcroft Center on International Security. In 2019-2020, she is a Fellow of the John W. Kluge Center in the Library of Congress. Her work focuses on the intersection of technology design, innovation policy, and law, particularly information security and cybersecurity, artificial intelligence and machine learning, consumer privacy, intellectual property, health technology, technology competition, and workforce pipeline policy.

Professor Matwyshyn received a US-UK Fulbright Commission Cyber Security Scholar award in 2016-2017. In 2014, she served as the Senior Policy Advisor and Academic in Residence at the U.S. Federal Trade Commission. Additionally, she has served as a member of the board of advisors to the European Union Network of Excellence in Internet Science (EINS) and NYU Poly's CRISSP INSPIRE program. Professor Matwyshyn has also testified in Congress on issues of information security regulation, collaborated with various federal agencies on projects, including the Federal Trade Commission and the Federal Communications Commission as well as international regulators such as the European Commission.

Her book, Harboring Data: Information Security, Law, and the Corporation (Stanford University Press, 2009), looks at common mistakes companies make regarding cybersecurity and the surprising weaknesses in the federal laws that regulate data privacy. Her academic articles have been published in the Harvard Journal Law & Technology, Southern California Law Review, Northwestern Law Review, and Berkeley Technology Law Journal, to name a few. She has also authored articles for the popular business press, including The Wall Street Journal.

Professor Matwyshyn has previously held primary appointments in University of Pennsylvania’s Wharton School, Northwestern University School of Law, and the University of Florida Levin College of Law. She also has held visiting appointments or affiliations at the University of Oxford, University of Cambridge, University of Edinburgh, Singapore Management University, Indian School of Business, University of Notre Dame, and Princeton University, where she was the Microsoft Visiting Professor of Information Technology Policy during 2014-15. Prior to becoming an academic, she was a corporate attorney in private practice, focusing her work on technology transactions.
